Office of Commercial Management

General Information

The Office of Commercial Management (OCM) is responsible for the letting of revenue-producing contracts and leases for all space at Baltimore/Washington International Thurgood Marshall Airport (BWI) and Martin State Airport (MTN). OCM's duties include the writing of contracts and leases, monitoring of concession contracts, development of business opportunities, and pursuing opportunities for small, disadvantaged and local businesses. OCM supervises the contracts for, among other things, airlines, food and beverage concessions, retail operations, and rental car operations. OCM manages contracts that produce substantial revenue (over $100 million per year) for the State of Maryland and provide users of BWI Airport with the customer service that they expect from a world-class airport.

Current Major Revenue Producing Contracts
Current revenue producing contracts with the MAA include:

  • Major US scheduled passenger airlines
  • Major US cargo airlines
  • Food and beverage service providers
  • Retail shop and service providers
  • Ground transportation service providers
  • Major US rental car firms
  • Public parking service providers
  • Airline support services firms

There are numerous other contracts with tenants and concessionaires not listed above

Contract to be Offered in Calendar Year 2005-2006
The following business opportunities will be available for bid through the Office of Commercial Management (except where noted) in 2005-2006:

  • Baggage cart concession (spring/summer 2005)
  • Luxury limousine (spring/summer 2005)
  • Second Fixed Base Operator (FBO) for BWI Airport (spring/summer 2005)
  • ATM/banking services (mid 2005, through the Office of the State Treasurer)
  • Currency exchange and passenger/business services (late 2005)
  • Advertising (late 2006)

However, please note that virtually every space within the Airport is currently committed, and there are few immediate opportunities.
