Office Description

The Construction Services Section of the Office of Procurement administers all aspects of the procurement process for construction and construction-related contracts in support of the Maryland Aviation Administration’s (MAA) capital program. Responsibilities include Invitations to Bid (IFB) development, advertising, pre-bid/proposal meetings, bid openings and the award process.

Bonding Requirements

There are no bonding requirements for Architectural/Engineering contracts. Bonding requirements for Consultant Services are as follows:

  • Bid/Proposal Bond
    The MAA requires that each bid or proposal over a total price of $100,000 be accompanied by a bid bond in the amount of at least five percent of the total contract price.
  • Performance/Payment Bond
    The selected contractor is required to submit to the MAA a Performance and Payment Bond in an amount equal to at least 100 percent of the contract price, if the price of a procurement for construction exceeds $100,000.

MDOT MAA projects are advertised via eMaryland Marketplace. Volume I Technical Specifications and Volume II Bid Documents are available for download via eMaryland Marketplace: Contract drawings are on a disk and available for pick up at the MDOT MAA's Office of Procurement, 7001 Aviation Blvd, Second Floor, Glen Burnie, Maryland 21061. If you prefer your contract drawings mailed, please contact the Procurement Officer. Your company UPS or Fed-EX account number will be required for mailing . All bids must be submitted on the bid documents provided in Volume II.

eMaryland Marketplace is being replaced by eMaryland Marketplace Advantage (eMMA) this summer.

The Maryland Department of General Services is asking all registered vendors to complete our brief eMMA Vendor Information Questionnaire. It will serve as your preliminary registration, ensuring that you are able to transact in the new system. If you want to make any changes to your submission, simply complete the questionnaire again. When we launch eMMA in July, you'll receive a temporary user name and password so you can log in and complete the user profile. You will be able to add additional contacts at that time.

eMMA Vendor Information Questionnaire

Existing vendors who do not complete the eMMA Vendor Information Questionnaire prior to the launch of the new system will have to register as a new vendor.
